The following is a summary of discussions, actions taken, and actions identified:
Updating Independent Review Process (IRP) Update – The Committee received a briefing from ICANN org regarding the status of the work on updating the IRP to align with the new Bylaws. The discussion focused on the following gating factors to bringing the work of the IRP-IOT to conclusion: (a) the IOT needs to be repopulated with members who have the expertise that was previously envisioned and required to do the work and provide meaningful input; and (b) the IOT members need to participate in meetings as the IOT has had difficulties in reaching quorum at many of its meetings. The BAMC explored ways that the IRP-IOT can be repopulated. The BAMC noted that, pursuant to the ICANN Bylaws, the appointment of IOT members belongs to ICANN. The BAMC agreed that additional outreach efforts are needed to repopulate the IOT and committed to doing the outreach. With respect to the establishment of the IRP omnibus standing panel, the BAMC explored options to move the process forward, including proceeding with the publication of a Call for Expressions of Interest for standing panelists.
- ICANN org to provide the BAMC with talking points regarding populating the IRP-IOT for the BAMC’s outreach efforts.
- ICANN org to move forward with the Call for Expressions of Interest for the Standing Panel as soon as practicable.
- Litigation Update – The BAMC received a litigation update.
